Information on the results achieved by the Bakubat Talas Welfare Fund in June 2017

I. I. As of June 30, 2017, soft loans have been issued to 259 borrowers of Talas region under the loan product of Bakubat JSCB Kyrgyzstan within the targeted lending to small and medium businesses in Talas region for a total amount of 69,950,000 KGS, of which:

  • for the development of small and medium-sized businesses with a priority on the development of production and processing to create additional jobs: issued to 55 borrowers in the amount of 37,470,000 KGS.
  • for the development of agriculture: issued to 204 borrowers in the amount of 32,480,000 KGS.

II. As part of the implementation of the social package for the residents of Talas region and in accordance with the decisions of the Supervisory Board of the Fund on November 30, 2016, December 28, 2016 , March 01, 2017, May 07, 2017, and May 18, 2017, the following projects were accomplished:

1. On providing financial assistance for the Day of Disabled Persons

In connection with the Day of Disabled Persons, financial assistance was provided to the following institutions:

  • Bakay-Ata social inpatient care institution of general type for the elderly and disabled, in the amount of 10,000 (ten thousand) KGS;
  • Balastan Kindergarten in Talas with a group of children with disabilities, in the amount of 10,000 (ten thousand) KGS;
  • Taldy-Bulak Rehabilitation Center of Talas District, in the amount of 10,000 (ten thousand) KGS;
  • Ayar Zhan Rehabilitation Center of Kara-Buura District, in the amount of 10,000 (ten thousand) KGS;
  • Rehabilitation center in Pokrovka village of Manas district in the amount of 10,000 (ten thousand) KGS.

2. Overhaul of the Nariste kindergarten in Talas village, Manas district

306,910 KGS were allocated. Heating convectors and an electric stove were purchased and installed, plastering work was done in the building, additional glass was put in the window frames, interior doors were set, electrical work was done and other repairs were made. In the near future, new jobs are expected to be created (additional positions for tutors and babysitters are being introduced).

3. Finalizing the construction and opening the Ayar Zhan rehabilitation center for children with disabilities in Kara-Buura district

A total of 281,510 KGS were allocated. As part of this project, furniture and appliances were purchased: a kitchen nook, a chef's table, a computer desk, a kitchen sink, an automatic washing machine, and Ariston water heater. Taking the comments and suggestions into account, the draft regulations on the Supervisory Board of the Bakubat Talas Fund were approved. Necessary sanitary and technical works were done, water supply, fence for flowers, iron gates, fence, shed, concrete yard of the center, etc. were installed. The center is officially open and operating.

4. Renovation of Talas regional hospital for war and labor veterans

1 million 500 thousand KGS were allocated. Metal-plastic window frames and stained-glass windows were installed, and PVC window sills ranging from 20 to 40 cm wide were set. Plastering of internal and external soffits, as well as continuous leveling of wall soffits and painting walls with water-based emulsion paint have been carried out.

5. The connection to the high-speed Internet FOC-8 and the creation of the website for the authorized representative office of the Government (AROG) of the Kyrgyz Republic in Talas oblast

119,056 KGS were allocated. A contract was concluded with OJSC Kyrgyztelecom, according to which the AROG of the KR in Talas oblast was connected to high-speed Internet FOC-8. The web-site of AROG of the KR in Talas oblast was designed and created for the total of. Work is currently underway to upload the information for the new site.

6. Overhaul of the bathhouse at the Bakay-Ata social care facility for the elderly and people with disabilities

950,000 KGS were allocated. The roof of the bathhouse has been replaced, work on scraping off the limestone and plastering the walls has been carried out, metal-plastic windows and doors have been installed, work on replacing the tiles and ceiling plastic has been done, exterior walls have been plastered, including decorative plaster work, and so on. It has been put into operation and is successfully functioning.

7. Repair of the roof of the Barchyn Children's Recreation Center

1,000,000 (one million) KGS was allocated. Works were carried out at a cost of 948,910 KGS: the roofing was replaced with corrugated boarding on wooden battens with creases; downspouts and snow stops were installed. This is the only CRC in the region.

8. Cleaning the Saza Pushkin water canal and the Talas River bed

200,000 KGS were allocated to clean the Saza Pushkin water canal and the Talas River bed in the Uch-Korgon village area of Manas District, which are of critical importance to the district's farmers. Summer diesel fuel in the amount of 4,500 liters and diesel oil in the amount of 238 liters were purchased and given to the head of the rural municipality Uch-Korgon to ensure the work of special equipment. The sewage treatment plant has been cleaned up.

9. Overhaul of the medical and obstetrical station (MOS) in Chon Kapka village, Manas district

219,440 KGS were allocated. The following activities were done: installation of water pipes to the MOS building, sanitary and technical works, installation of heating, paving, installation of rings and a lid for the septic tank, etc.

10. Reinforcement of the Talas River bank in the area of Uch-Korgon village area of Manas district

150,000 KGS were allocated. Building grid in the amount of 110 pieces and a roll of wire were purchased and given to the village head of Uch-Korgon in Manas district. With the involvement of the local population and machinery, works were carried out to reinforce the bank.

11. Enhancing the material and technical base of the Bakay-Ata District Department of Culture

280,000 KGS were allocated. A selection was made among the manufacturers and distributors of the necessary musical equipment, amplifiers, etc. A contract was signed, under which the musical equipment was transferred to the Bakay-Ata district department of culture on April 25.

12. Construction of a warehouse and renovation of Vocational Lyceum No. 110 in Talas district

300,000 KGS were allocated. A selection was made among the vendors, and contracts for the supply of necessary construction materials were signed. On April 26, the purchase of construction materials for the warehouse and restroom was completed. Construction materials were given to the vocational lyceum.

13. Improving the material and technical base of the secondary school named after R. Osmonov in Zhoon-Tobe village, Kara-Buura district

180,000 KGS were allocated to support the material and technical base of the R. Osmonov secondary school in the village of Zhoon-Tobe, Kara-Buura District. A contract with the equipment supplier has been signed. On May 17, 2017, the equipment was handed over to the high school (interactive whiteboard, etc.).

14. Renovation of the gym in Talas Secondary School No. 2. named after R. Ya. Rysakova

A total of 358,878 KGS were allocated for the installation of exhaust ventilation in the gym of Secondary School No. 2 named after R. Ya. Rysakova. A contractor was chosen, with whom a contract was signed. Work was carried out on the preparation of sites, utility networks, installation of exhaust venting device with the necessary electrical work.

15. Reconstruction of the drinking water supply system in the villages of Kyzyl-Oktyabr, Madaniyat, Urmaral, Kok-Tash and Tash-Kuduk of Bakay-Ata district

696,000 KGS were allocated. An agreement was signed with a contractor on the supply of materials for the reconstruction and repair of the drinking water supply system. On April 25, the necessary construction materials were handed over to the village administration. Trenches were dug, pipes were installed and covered with soft earth.

16. Improvement of the area of vocational lyceum No. 41 in the village of Boo-Terek, Bakay-Ata District

149,010 KGS were allocated to fence the VL area (south and north sides). A selection was made among the material suppliers. On April 27, a respective contract was signed, under which the construction materials were transferred to the lyceum. Welding was done and fencing was installed. Work is currently underway to install iron gates.

Lyceum No. 41 is located in the village of Boo-Terek, Bakay-Ata district.

17. Renovation of the building of the maternity department of the family doctors group in Talas village, Manas district

169,700 KGS were allocated. A selection was made among the participants, and on April 13 an agreement was signed with the contractor, who began repairing the MOS building. Plumbing works, installation of doors, aristons, sinks, tiles, as well as external works on digging, concreting the septic tank and water manhole, and the installation of a water pump have been made. On May 18, 2017 the executed works were transferred by the act of completed works to the Fund, the FDG and aiyl okmotu.

18. Providing assistance to the Talas Regional Public Association Talas Ayimdary (Women of Talas)

80,000 KGS was allocated to the Talas regional public association Talas Ayimdary (Women of Talas) for improvement of the material and technical base, as well as participation in the national television festival Shayyr-Eneler (Creativity of Mothers) in the national complex Manas Ordo.

19. The appeals have been satisfied

Requests from the Boxing Federation of Talas Oblast, Kok-Boru (Kozlodraniye) Federation and Judo Federation for sponsorship assistance in order to improve the material and technical base and ensure the participation of athletes from Talas oblast in competitions of national and international level were satisfied. Allocated for these goals:

  • 50,000 (fifty thousand) KGS to the Boxing Federation to ensure the participation of members of the Kyrgyz national team from Talas oblast N. Kobashev and O. Malabaev in the Asian Boxing Championship in Tashkent, Republic of Uzbekistan;
  • 100,000 (one hundred thousand) KGS to the Kok-Boru Federation to ensure the participation of the Muras team of Talas oblast in the national competition in Bishkek, dedicated to Victory Day on May 9.
  • 33,662 (thirty-three thousand six hundred and sixty-two) KGS to the Judo Federation in order to ensure the participation of A. Myrzaev, a judoist from Talas oblast, in the Open Judo European Cup among juniors in Coimbra (Portugal).

Nurlan Kobashev, a member of Kyrgyzstan's national team, took third place and won a bronze medal in the 64 kg weight category at the Asian Boxing Championships held in Tashkent in May.

Omurbek Malabekov reached the 1/8 finals in the weight category up to 60 kg, where he lost.

The Muras Kok-Boru team took fourth place in the Kyrgyz championship held in Bishkek.

20. Providing material assistance to war veterans and home front workers in Talas oblast

297,000 (two hundred and ninety-seven thousand) KGS were allocated. In the period from 7 to 9 May, all veterans of the Great Patriotic War and home front workers in Talas oblast were sent congratulations on Victory Day on May 9 with the delivery of material support in the form of food packages and cash prizes.

21. Providing financial assistance to mothers of many children and mothers of children with disabilities for Mother's Day

50,000 KGS were allocated. On May 23, at a solemn event in the hall of the Talas City Music School dedicated to Mother's Day, financial aid was handed out to mothers of large families and mothers of children with disabilities from all regions of the oblast in cooperation with its administration.

22. Improving the material and technical base of the Talas City Department of Culture, Information and Tourism

At the urgent request of the head of the region, 306,000 KGS were allocated. Together with the Talas City Department of Culture, Information and Tourism, as well as the deputy governor of the region, the company was selected to sew costumes and sketch designs for stage costumes. The amount and design of stage costumes is agreed upon. A contract for the execution of the sewing order was signed. On June 08, 2017, stage costumes in the amount of 34 pieces were handed over to the city department of culture.

23. Improving the material and technical base of the Talas district Children's Education Center

151,000 KGS were allocated to support the material and technical base of the Talas district Children's Educational Center. On June 21, 2017, the equipment was handed over to the center (a computer, a flash drive, a projector, etc.).

24. Greetings to children in the districts of Talas oblast and the city for Children's Day on June 1

Funds in the amount of 50,000 KGS were allocated for Children's Day on June 1. Children of the Talas oblast were given gifts and treated to ice cream.

25. Helping teachers in Bekmoldo aiyl aimak of Talas district to participate in the Republican Spartakiad

55,000 KGS were allocated to 11 teachers of secondary schools in Bekmoldo aimak of Talas district to participate in the National Spartakiad "Health Among Teachers" in Cholpon-Ata.

III. As part of the implementation of the social package for the residents of Talas oblast and in accordance with the decisions of the Supervisory Board of the Fund on November 30, 2016, December 28, 2016, March 01, 2017, and May 07, 2017, the following projects are being accomplished:

1. Construction of a two-apartment service house for employees of the Talas Oblast Department of Internal Affairs.

Bivicom Ltd. was selected as the contractor who offered the most acceptable conditions. A conceptual design was approved and an agreement was made with a contractor in the amount of 3,035,227 KGS. On April 27, a ceremony of the official construction launch was held and attended by the head of Talas oblast. At the moment, the work has been done on the land leveling for the construction of the two-apartment office building, as well as digging trenches for the Fund, concreting the Fund, laying bricks; roofing has been completed, windows and doors have been installed. Wall plastering is about to be completed.

2. Recuperation for children from disadvantaged families on favorable terms in Barchyn CRC

A contract for the provision of services was signed by the institution Bakubat Talas Welfare Fund and Barchyn CRC, an agreement was made to send 180 children from low-income families of Talas oblast from July 1 to July 12, 2017. Lists of children were compiled together with the district administrations and social services, and it is scheduled to deliver children to the camp on July 1, 2017.

3. Construction and installation of a fence at the Chon Kapka checkpoint on the Kyrgyz-Kazakh border

1,869,505 KGS was allocated for the improvement of the Chon Kapka checkpoint at the border between Talas oblast of the Kyrgyz Republic and Djambul oblast of the Republic of Kazakhstan, including: 643,303 KGS for the construction of the Chon Kapka checkpoint fence, 687,967 KGS for the reconstruction of the existing Chon Kapka checkpoint stele, 538,235 KGS for the production of volumetric letters on the checkpoint frame: "Chon Kapka", "Kyrgyz Republicasy" and "Saparynar baisalduu bolsun". A contractor was chosen, with whom a contract to carry out these tasks was signed on June 12. Work on the preparation of frames for the volumetric letters and the stele has been finished.

4. Construction of a road for livestock farmers and renovation of the Cossack Bridge

The allocation of 400,710 KGS for the construction of a road for cattle farmers and the repair of the Cossack Bridge in Talas District, which is necessary for cattle farmers in the region when moving their livestock to summer pastures. On April 11, a committee consisting of the deputy director, the first deputy governor of the region and the akim of Talas district visited the site. The contract was signed by the contractor. Special materials for the bridge have been purchased and welding work on the bridge has been completed.

On June 07, 2017, the opening ceremony of the Cossack Bridge was held at Suusamyr Jailoo. The ceremony was attended by the authorized representative of the government in Talas oblast Dayyr Kenekeev, the first deputy of the representative Cholpon Torokulov, the akims of 4 districts, and the deputy director of the Bakubat Talas Fund. In July 2017, work on the rocky road to the bridge will be completed.

5. Development of horse breeding, promotion of national sports and equestrian competitions

300,000 KGS were allocated for the development of horse breeding, the popularization of national sports and equestrian competitions dedicated to holidays: March 9, 2017 – season opening, March 21 – Nooruz, May 9 – Victory Day, August 31 – KR Independence Day, October 20, 2017 – season closing.

6. Construction of the Talas DDIA training facility and renovation of the Chat-Bazar Settlement Militia Division building in Talas District

2,000,000 KGS were allocated for the construction of the training facility of the DDIA, as well as for the repair work, installation of the heating system in the building, and the purchase of furniture in the SMD in Chat Bazar village of Talas district. A contractor was chosen, with whom a contract to carry out these tasks was signed on May 31. The deadline for completion is 60 working days. At the moment, work on the land leveling for the construction of the school building, digging trenches for the Fund, concreting of the Fund was done. Bricklaying is currently in progress. A heating system was also installed in the SMD of Chat Bazar village.

7. Installing lighting in the Ak-Bashat village of the Kara-Buura District

649,450 KGS were allocated. The selection was made and the agreement with the contractor was signed on April 14. Appropriate materials for lighting have been purchased, lampposts have been made and poles have been painted. Trenches are being dug to install lampposts. The project is in its final phase.

8. Installation of street lighting on Nurzhanov alley in the area between Berdike Baatyr and A. Ogombaev streets

Considering that the city of Talas is a regional center, funding in the amount of 1,000,000 KGS was allocated for the installation of street lighting on Nurzhanov alley in the area between Berdike Baatyr and A. Ogombaev streets. Appropriate materials for lighting have been purchased, lampposts have been made. Work is underway on priming and painting lampposts.

9. Improving the material and technical base of the lyceum located in the village of Kyzyl-Adyr in the Kara-Buura District

300,000 KGS were allocated. Work is underway on selecting a contractor for the purchase of books and equipment for the lyceum in the village of Kyzyl-Adyr in the Kara-Buura District.

10. Construction of a settling pond with outlets to the daily pondage basin in Zhon Aryk village of Nurzhanov aiyl district of Talas region

316,886 KGS were allocated on the construction of a settling pond with outlets to the daily pondage basin in Zhon Aryk village of Nurzhanov aiyl district of Talas region. Special equipment was used to dig the settling pond.

11. Enhancing the material and technical base of the Talas District Department of Culture

12. Ремонт центральной мечети города Талас

13. Construction of the roof for the wrestling hall in the village of A. Ogombaev, Talas district

500,000 KGS were allocated. The selection was made and the agreement with the contractor was signed on June 21. Activities have begun on the purchase of appropriate materials for the roof. The project is in its final phase.

14. Construction of a canopy for the Manas boarding school named after Sh. Zhumagulov, located in Manas village, Talas district

233,540 KGS were allocated for the construction of a canopy for the Manas boarding lyceum located in Manas village, Talas district. A contractor was chosen, with whom a contract to carry out these tasks was signed on June 8. The deadline for completion is July 10, 2017.
