The Bakubat Talas Welfare Fund  was created to address local social issues, promote job creation and infrastructure development:

• the Supervisory Board of the Fund with the decisive voting right of each member, consisting of 7 people representing the city of Talas and all districts of the Talas region;
• the budget of the Fund (the amount of savings) for 5 years is 600 million KGS.

Funds distribution:

30 % ― for social projects;

70 % — to create new jobs in small and medium-sized businesses, including the opening of new export-oriented enterprises, as well as companies engaged in serving the needs of the developing company (transportation, food supply, tailoring, etc.)
