Ordinary decisions of the Supervisory Board of the Bakubat Talas Welfare Fund

On March 1, 2017 there was a regular meeting of the Supervisory Board (SB) of Bakubat Talas Welfare Fund with the attendance of all members of the Board and employees of the Fund.

The Supervisory Board considered applications and requests received by the Fund from institutions, organizations and residents of Talas province, of which 90 were registered over the past period. As a result of the study and discussion by members of the SB, 17 most significant projects were selected for a total amount of 8,478,693 KGS, and the following decisions were made:

1.    To allocate 300,000 KGS to Professional Lyceum No. 110 in Ak-Sai village of Talas district for the purchase of building materials and construction of a warehouse and a toilet.

2.    To allocate 1,869,505 KGS to the 2029th unit of the State Border Guard Service of the Kyrgyz Republic to equip the Chon Kapka checkpoint on the border between the Talas oblast of the Kyrgyz Republic and the Zhambyl oblast of the Republic of Kazakhstan.

3.    To allocate 200,000 KGS for cleaning the Talas River channel and the Saza Pushkin water canal in the Uch-Korgon village community of Manas district, which are of the utmost importance to the farmers of the district.

4.    The allocation of 400,710 KGS for the construction of a road for cattle farmers and the repair of the Cossack Bridge in Talas District, which is necessary for cattle farmers in the region when moving their livestock to summer pastures.

5.    To allocate 300,000 KGS for the development of horse breeding, the popularization of national sports and equestrian competitions dedicated to holidays: March 9, 2017 – season opening, March 21 – Nooruz, May 9 – Victory Day, August 31 – KR Independence Day, October 20, 2017 – season closing.

6.    To allocate 306,000 KGS for sewing stage costumes and participation in the Days of Talas Oblast Culture in Zhambyl Oblast of the Kyrgyz Republic on the eve of the Nooruz holiday.

7.    To allocate 219,440 KGS for the overhaul of the medical and obstetric center in the village of Chon Kapka, Manas district.

8.    To allocate 150,000 KGS for reinforcing the bank of the Talas River in the area of Uch-Korgon village of Manas district.

9.    To allocate 169,700 KGS for the repair of the maternity department of the Family Doctors Group in Talas, Manas district.

10.  Allocate 180,000 KGS to the village school named after A. Osmonov in the village of Juan-Tobe, Kara-Buura district. The project is aimed at improving the material and equipment base (the purchase of an interactive whiteboard).

11.  Allocate 649,450 KGS for street lighting in Ak-Bashat village of Kara-Buura district.

12.  To allocate 696,000 KGS for the purchase of materials for the reconstruction of a clean drinking water system in the villages of Kyzyl-Oktyabr, Madaniyat, Urmaral, Kok-Tash and Tash-Kuduk of Bakay-Ata district.

13.  To allocate 280,000 KGS to the Bakay-Ata district department of culture to improve the material and technical base.

14.  To allocate 149,010 KGS to Vocational Lyceum No. 41 in the village of Boo-Terek, Bakay-Ata district, for the purchase of construction materials needed to fence off the lyceum.

15.  To allocate 2,000,000 KGS for the construction of a training facility for the Talas DDIA, installation of a heating system and repair of the Chat-Bazar Settlement Militia Division building in Talas district.

16.  To allocate 358,878 KGS to School No. 2 in Talas named after R. Ya. Rysakova for the renovation of the gym.

17.  To allocate 250,000 KGS to Bekmoldo rural administration of Talas district for the installation of a heating system in the medical and obstetric center of Chon-Tokoy village.

 The SB approved the sketch design of an individual one-story residential house for the employees of the Talas Oblast Department of Internal Affairs with a total area of 106 m2 submitted by Bivicom LLC and decided to allocate additional 286,284 KGS to the previously established funds. Thus, a total of 3,035,227 KGS were allocated for the construction of a house for DIA employees.

As part of social support for socially vulnerable population groups, the proposal to organize a summer health resort for children from low-income families in Barchyn, Talas district, was also considered and approved. In particular, 180 children are scheduled to be brought in three sessions (1 session - 12 days). It was decided to allocate a preliminary 432,000 KGS for this purpose. The Director of the Bakubat Talas Welfare Fund was instructed to fully elaborate this issue with local authorities and social services, including the selection of children from orphaned, disadvantaged families from all districts of the region, the provision of their transportation to CRC and back to their homes, and the submission of the proposal with an updated cost estimate at the next meeting.

The Bakubat Talas Welfare Fund has been instructed to implement the decisions taken.
